A permanent number, required under SOLAS regulation XI-1/3 to be marked on all passenger ships of 100 GT and over, and all cargo ships of 300 GT and over, and which remains unchanged on change of flag. It is composed of the letters "IMO" plus a seven-digit number allocated by IHS Fairplay to every sea-going merchant ship of 100 GT and over at the time of build.

IMO Resolution A. 949(23) - Guidelines on Places of Refuge for Ships in Need of Assistance - defines it as a place where a ship in need of assistance can take action to enable it to stabilize its condition and reduce the hazards to navigation, and to protect human life and the environment. It is, for example, a sheltered coastal place to which a ship which has suffered a structural failure may be escorted to by a salvor in order for a salvage and pollution-control operation to take place in relatively calm conditions. IMO is urging coastal States to designate places of refuge on their coasts.

An inspection of specified items relevant to the particular certificate to ensure that they are in a satisfactory condition and fit for the service for which the ship is intended.
