Passenger ships engaged only on voyages with not more than 250 passengers on board, to sea, or in Category A, B, C or D waters, in all cases in favorable weather and during restricted periods, in the course of which the ships are at no time more than 15 miles, exclusive of any Category A, B, C or D waters, from their point of departure nor more than 3 miles from land.

They are held at 5-yearly intervals to renew the ship's Certificate of Class for a further 5 years. A special survey is to establish the condition of the hull structure to confirm that the structural integrity is satisfactory in accordance with the classification requirements, and will remain fit for its intended purpose until the next special survey, subject to proper maintenance and operation. It is also intended to detect possible damages and to establish the extent of any deterioration.
