SOLAS regulation II-1/3-1 provides that, in addition to the requirements of the other (SOLAS) regulations, ships must be designed, constructed and maintained in compliance with the structural, mechanical and electrical requirements of a classification society which is recognised by the (flag State) Administration in accordance with the provisions of regulation XI/1, or with applicable national standards of the Administration which provide an equivalent level of safety.

There is no statutory requirement for any UK ship to have a safety representative, although it may be a contractual requirement or part of the company's safety policy. But The Merchant Shipping and Fishing Vessels (Health and Safety at Work) Regulations require the master of a ship with more than 5 crew to arrange, if requested, the election of a safety representative if the crew want one.
