Under SOLAS regulation V/19, all ships, irrespective of size, must have nautical charts and publications to plan and display the ship's route for the intended voyage and to plot and monitor positions throughout the voyage. However, pending the ship's implementation date for the mandatory carriage of ECDIS (see below), an electronic chart display and information system (ECDIS) may be accepted by the flag State Administration as meeting the chart carriage requirements.

Primarily to provide information on the technical condition of the ship to their insurance underwriters, who usually insist that the owner gives a warranty that the vessel will be maintained in class. P&I club rules also require entered ships to be classed. Classed ships generally find cargoes, charters, purchasers and finance arrangements more easily than unclassed ships. Cargo insurers often insist on the cargo being carried by a classed vessel.
