For most "problem" dry bulk cargoes, in the BC Code. 

It certifies that the ship has been surveyed by the society's surveyors and reported by them to be in a fit and efficient condition in accordance with the society's rules and regulations, continues with the class as indicated by the certificate. Surveys for issue and renewal of a CSSC should be in accordance with the certificates it replaces. Similarly, the annual and intermediate surveys should be the same as those required for the replaced certificates. The appropriate sections of the Cargo Ship Safety Certificate are endorsed accordingly. (2011 HSSC Survey Guidelines, 3.1)

In all Class II, II(A) and III ships, and Class VIII, VIII(A), VIII(A)(T) and IX ships carrying passengers, and Class XI ships on international voyages, the attention of the passengers must be drawn to the emergency instructions.

(1) When an exemption is granted to a ship in accordance with the relevant regulations, an Exemption Certificate will be issued (in addition to the related SOLAS certificate). 

If UK ships form a minor proportion of a multi-flagged fleet, the MCA will accept the DOC issued by the predominant flag State. If the UK flag is the predominant flag, the MCA will issue the DOC.
