Is there a statutory requirement to carry all M Notices on board a UK ship?

No.

Only those MSNs, MGNs and MINs which are relevant to the ship's voyage and operation must be carried. This means, for example, that merchant ships need not carry any MSN, MGN or MIN with an (F) suffix, since they are intended only for a fishing industry readership, while a Class III passenger ship does not need to carry MSN 1677, which concerns only ships other than ships of Classes III to VI(A).
