What new convention, intended to replace the Hague, Hague- Visby and Hamburg Rules, was adopted in 2008 by the United Nations?

In addition to providing for modern door-to-door container transport, it contains many innovative features, including provisions allowing for electronic transport records, and other more technical features to fill the perceived gaps in the existing rules.
