A substance classified as such in the IMDG Code, or as a noxious liquid substance in the IBC Code, oil as defined in MARPOL Annex I, excluding bunkers and ship's stores, and any other substance, material or article that the shipper has reasonable cause to believe might meet the criteria for such classification.
