If he is (1) in possession of stability and ballasting information;
(2) satisfied by calculations that the proposed loading arrangements would ensure sufficient stability in accordance with the stability booklet; and (3) satisfied that, in the case of bulk cargoes which are not classified in accordance with SOLAS Regulation VII/2 but have chemical properties that may create a potential hazard, appropriate special precautions are taken.
