(1) Seek guidance from the P&I club correspondent as to extent of rusting that will be acceptable.
(2) Arrange for an independent pre-load survey of the steel coils on the quayside. (3) If no surveyor is available, carry out a survey in person, taking photographs of the steel and recording.
