They amend the Merchant Shipping Act 1995, The Merchant Shipping (Prevention of Oil Pollution) Regulations 1996 and The Merchant Shipping (Dangerous or Noxious Liquid Substances Carried in Bulk) Regulations 1996) so that: 

(1) for UK ships, and non-UK ships in UK territorial waters, criminal offences cover ship-source oil or NLS pollution resulting from serious negligence; and (2) they extend possible criminal sanctions to any person who causes or contributes to a discharge. ("Any person" could, for example, include a ship's charterer and/or classification society, as well as the owner or master. )
